Non-Tariff Measures
Non-tariff measures (NTMs), sometimes also called non-tariff barriers to trade (NTBs), are measures other than tariffs that restrict trade. Myanmar currently imposes import and export licensing of trade transactions. These are NTMs.
Although the requirement for an import license was recently eliminated for many goods, many goods imported into Myanmar still require an import license. The Department of Commerce and Consumer Affairs of the Ministry of Commerce issues import licenses using an automated process known as tradenet. For non-automatic licenses, a certificate or recommendation letter from a relevant government ministry, agency or department must accompany applications. Almost all exports also require an export license, also obtained from the Department of Commerce and Consumer Affairs. Similarly, a certificate or recommendation letter from a relevant government ministry, agency or department or business association must support these license applications.
