Non-Tariff Measures
Non-tariff measures (NTMs), sometimes also called non-tariff barriers to trade (NTBs), are measures other than tariffs that have an impact on trade and can restrict trade if not managed and implemented correctly. There are a variety of NTMs imposed by Myanmar that importers and exporters should be aware of. They include:
- Sanitary and phytosanitary (SPS) measures
- Technical barriers to trade (TBT)
- Pre-shipment inspection (PSI)
- Contingent trade-protective measures
- Non-automatic licensing, quotas, prohibitions and quantity control measures other than for SPS or TBT reasons
- Price-control measures, including additional taxes and charges
- Finance measures
- Measures affecting competition
- Trade-related investment measures
- Distribution restrictions
- Restrictions on post-sales services
- Subsidies (excluding export subsidies)
- Government procurement restrictions
- Intellectual property
- Rules of origin
- Export-related measures
The commodity/HS number search facility on the home page of this website can be used to determine whether specific imports or exports require licenses and if they do, the procedure required to obtain them. In addition, the Ministry of Commerce is currently inventorying all NTMs and will be updating this part of the website with additional details of NTMs in Myanmar.
