Procedure for Obtaining Seed Business License
Step 1
Anyone who wants to carry out seed business shall do account registration on website (mairs.doa.gov.mm) under Ministry of Agriculture, Livestock and Irrigation, Department of Agriculture. And then, the application form shall be filled on website (mairs.doa.gov.mm) along with the documents mentioned below. The applicant needs to submit individual application for different crop group for the varieties being issued recognition certificate (except varieties being allowed seed business licence only) to get license. According to Procedures Relating to the Seed Law (2016), Form 8, the supporting documents are-
-Photo record of the variety
-Remark of breeder/recognition certificate holder/ organization
-Packaging (front/back view) (as per step 3 (d))
Step 2
The application form on mairs.doa.gov.mm shall be checked for the completeness. If it is not complete, the notification for modification will be sent to the applicant to be able to correct and resubmit the form.
Step 3
If information filled on the application form is correct and complete, the applicant shall pay license fee to the account of Department of Agriculture, Head Quarter (MD-012058), Myanma Economic Bank in Naypyitaw from Myanma Economic Bank in respective Region/State. After the payment, the TSC will issue the license. Below is the list of fees, period of the license and extension of license.

Note:
The Seed Business License holder shall-
a. Abide by the Seed Law and the rules, procedures, notifications, orders, and directive issued thereunder;
b. Abide by the terms and conditions contained in the License;
c. Submit the examination of the Seed Quality Inspection Body in accordance with the stipulations on the seed in the seed growing field or the Seed Testing Laboratory;
d. Mention correctly the following facts on the materials in which the seed is packed or put:
a. Trademark
b. Variety name
c. The weight and volume of seed
d. the quality of seed
e. instruction for use
f. date of expiry
g. number and date of license
h. warranty for seed quality
(1) the recommendation of seed quality testing laboratory obtained the registration certificate recognized by the National Seed-related Committee
i. Other facts prescribed by the National Seed-related Committee from time to time (eg. Recognition Certificate No. , address, seed testing date)
e. The license holder shall distribute and sell only the seeds which have undergone seed quality testing.
f. If desirous of continuing the business, apply for the license renewal to the Technical Seed Committee in accordance with the stipulations at least 60 days prior to the expiry date. |
