This measure (Notification No. 23/2019) provides for the Registration requirement for companies that are conducting importation (trading) of fertilizer, seeds, pesticides, hospital equipments, construction materials and equipment, and machinery for agriculture to register as a wholesaler or retailer.

According to the Notification No.96/2015, 11/2016, 56/2016, 85/2016, 36/2017, 55/2017, 63/2017, the Ministry of Commerce has allowed 100% foreign-owned companies as well as Joint-Venture Companies to conduct importation ( trading) of fertilizer, seeds, pesticides, hospital equipments, construction materials and equipment, and machinery for agriculture after obtaining Export/Import registration certificate.

However, the above- mentioned companies must apply for the registration as a wholesaler or retailer within 90 days of the announcement of the Notification No. 23/2019. The companies must apply for registration as a wholesaler or retailer in accordance with the procedural requirements according to the Standard Operating Procedures for registration provided in the Notification No. 25/2018 and the Newsletter No. 2/2018.

The Notification No. 23/2019 shall prevail over the Notification No.96/2015, 11/2016, 56/2016, 85/2016, 36/2017, 55/2017, 63/2017.
