Summary
Myanmar Agricultural Inputs Registration System (MAIRS) (website- www.mairs.doa.gov.mm ) allow the submission of the application for Registrations, Licensing, Import/Export Endorsements of Seeds, Fertilizer and Pesticide under Department of Agriculture (DOA), Ministry of Agriculture, Livestock and Irrigation. The detail information concerned with fertilizer business registration is studied on web portal of Land Use Division via the website www.landusedivision.gov.mm . Firstly, the applicants need to crate account in MAIRS system and fill the detail company information and then they can apply the registration process.

Procedure for Registration  Certificate of Fertilizer Importation/ Exportation

Objective

According to the Fertilizer Law, It is to enable supervision and control the fertilizer business systematically.

Necessary Documents

According to The Fertilizer Law and Regulation

  1. Form (2) the application for fertilizer exportation certificate/ Form (3) The application for fertilizer importation certificate
  2. Applicant’s National Identity card
  3. Applicant’s Licnse Color Photo (1.1X1.3 inches)
  4. Company Registration Card and List of Director
  5. Export Import Certificate
  6. Quality Assurance of fertilizer from supplier
  7. Undertaking of Quality of fertilizer from importer company
  8. Packing Sample and Fertilizer Sample

Procedure

Applicant can apply for the fertilizer registration online via Myanmar Agricultural Inputs Registration System (MAIRS), mairs.doa.gov.mm.

  1. After scrutinizing the application document, applicant send the fertilizer to the Landuse Laboratory and applicant has to pay analytical fees to bank account no. of Department of Agriculture- MD-013167, Myanmar Economic Bank.
  2. For Foliar Fertilizer and Bio Fertilizer, field trial test must be done.
  3. After Fertilizer Technical Team scrutinizes the technical data and producer of production, and   submitted to the Fertilizer Committee.
  4. The registration certificate is issued by Fertilizer Committee.
  5. Fertilizer Distribution license is submitted to the Department of Agriculture, relevant Reginal Division and State to distribute the fertilizers.

Fee

- Fertilizer Importation/ Exportation Registration Fee – 90,000 MMK  (Valid 3 years)

Time Taken

   - 20 days for Solid fertilizer (Import/ Export)

- 20 days + one season for crops for Foliar Fertilizer (Import/ Export)

- The meetings of Technical Fertilizer Committee and Fertilizer Committee are held once per three months.

 - After scrutinizing the application document, Laboratory test and field trial test, these applications are presented in the nearest Fertilizer Technical and Fertilizer Committee meetings.
