Procedure for Obtaining Export Endorsement and Health Certificate (HC) for Fish Meat and Fishery Products

 

Step (1)

A person exporting fish and fishery products shall apply a recommendation endorsement and Health Certificate (HC) to the Quality Control and Research Section (QCRS) under the Research and Development Division, Department of Fisheries along with the following supporting documents -

  1. Application letter with Company letter and signed by company’s managing director (or) director
  2. Recommendation letter of Processing Establishment (origin)
  3. Proforma Invoice (origin)
  4. Sales Contract (origin)
  5. Packing List (origin)
  6. Export Declaration Form (copy)
  7. Copy of company registration issued by Directorate of Investment and Company Administration (copy)
  8. Export/Import License that obtained from the Ministry of Commerce (copy)
  9. Receipt copy of micro testing fees
  10. Receipt copy of chemical testing fees
  11. Receipt copy of Physical inspection fees

Step (2)

DOF shall check and review on the completeness of the application and register the documents. For the incomplete and incorrect application, DOF informs the exporter with reason. The exporter corrects, completes and resubmits the documents. If application is rejected, the process shall end here. For the correct and complete application, within three hours, the DOF will send the export endorsement to the Customs Department.

Step (3)

For the application of the Health Certificate, the QCRS under the DOF shall check and monitor the exportation of fish and fishery products. QCRS will conduct microbiological testing, chemical testing, and physical inspection of the fish and fishery products. The exporter must pay all the testing and inspection fees as described by the DOF. After all the successful test result, QCRS will provide health certificate for the exportation of the fish and fishery products.

Note:

  • -The export endorsement process will take one day if document is completed.
  • -The lab test shall take 7 to 10 days.
  • -The health certificate process will take one day if document is completed.
  • - The exporter is required to pay the lab  testing (including micro, chemical and physical) fees as determined by the DOF.
  • -The exporter must comply with the establishments of the infrastructural / hygienic requirements and other food safety requirements for the process    control purpose and importing countries requirements.
  • -The exporter must comply with law, directive, regulation of related ministries and DOF, MOALI (Ministry of Agriculture, Livestock and Irrigation).
  • -The exporters who apply for the health certificate must know the requirement of the importing country.
