Procedure for Obtaining Phytosanitary Certificate (PC) for Exportation of Plants and Plant Products
Step 1
Exporter shall obtain, complete and submit the Phytosanitary application form to the Plant Protection Division under the Department of Agriculture. The exporter who apply for the Phytosanitary certificate must know the requirement of the importing country. The exporter must provide-
1. Sample commodities (100 MT – 1 Kilogram) for visual inspection,
2. If needed, the original document of fumigation certificate issued by fumigation company which had been licensed by the Pesticide Registration Board.
3. For the company who use the agent to apply for the PC must be provided with an authorization letter with company letterhead.
4. Two representatives are allowed to represent one company and must be registered at the PPD to apply the PC.
5. For the forest products, the recommendation letter and the wood measurement list from the Forest Department is required.
Note: The exporter must apply the Phytosanitary Certificate before the shipments.
Step 2
Plant Protection Division (PPD) accepts the application, reviews for completeness and correction of the submitted application. For complete and correct application, the PPD will register, assign unique number, stamp in number on application form and place those application in the document folder. After the registration of the application, the quarantine inspector conducts visual inspections of the submitted sample for pest presence. If needed, based on the requirement from the importing country, the inspector sends sample product to the laboratory for pest analysis.
Step 3
PPD provides the lab test result after the testing. If live pest is found in sample, the application will be rejected and the PPD informs the exporter with reason. If pest free test, PPD issues the Phytosanitary Certificate.
Step 4
The exporter shall collect the Phytosanitary Certificate and the process of applying Phytosanitary certificate is end here. The application process starting from the time of submission takes (3) working days. According to the requirements of the country to be imported, it takes 5 days in total for Arthropod identification including 2 days of testing duration and 3 days for preparation of issuing PC. For disease analysis, it takes 10 days in total, including 7 days of testing duration and 3 days for preparation of issuing PC.(excluding government holiday). Fees per application is 30000 Ks.
Note: The applicant can apply the Phytosanitary Certificate (PC) at the plant quarantine head office and border check points.
