Procedure for Obtaining Export Recommendation for Cattles and Buffalos

 

Step (1)

Exporter shall apply export recommendation along with supporting documents to the Livestock Breeding and Veterinary Department (LBVD). The exporter first submits the application along with following supporting documents for Veterinary Health Certificate.

  1. The application that stated the exporting country with the company letterhead that addressing to the Director General of LBVD.
  2. Registration certificate of cattle and buffalo breeding farm (AHD/ PC-7) and certificate for temporary livestock collecting farms (Copy)
  3. Company registration certificate (Copy)
  4. Temporary livestock collecting farms’ location
  5. Sales Contract
  6. Proforma Invoice
  7. Exporter must comply with the inspection guidelines for animal quarantine and the existing law that regulated by the LBVD.

Step (2)

VBD reviews and processes the application. For incomplete and incorrect application, the LBVD informs exporter with reason. If application is rejected, the process ends here. For the complete and correct application, the LBVD informs the exporter for the animal health test.

Step (3)

LBVD conducts the animal health test. For the live animals that purchased in the district area, the exporter must inform LBVD’s district authority for animal health test. The LBVD office in district after giving an injection of the vaccine to the livestock, will issue the Animal Health and Development/ Prevention & Control Form -1) (AHD/PC-1). For the successful health test, the LBVD issues the veterinary health certificate called Animal Health and Development/ Prevention & Control Form-3 (AHD/ PC-3). For the exporter who buys the livestock from livestock breeding farms, must submit a copy of livestock farms registration certificate (Animal Health and Development/ Prevention & Control Form-7) (AHD/PC-7), and the recommendation from village head and an original sales contract of purchasing livestock to prove the ownership of the livestock.

The list of the recommendations that required to obtain are-

  1. Animal Health and Development/ Prevention & Control Form -1 (AHD/ PC-1) for animal vaccine injection
  2. Animal Health and Development/Prevention & Control Form -3 (AHD/PC-3)
  3. Animal Health and Development/Prevention & Control Form -7 (AHD/PC-7) for breeding Farms registration certificate
  4. Combine veterinary health certificate
  5. The quantity of livestock on the vehicles
  6. The recommendation letter from the village heads and sale contract

Step (4)

The exporter who received the Form 3 shall continue to apply export license at the MOC and transport the animals from the district to the temporary livestock collecting farms. Then, the LBVD conducts field inspection and marks the livestock with microchip/ear-tag. The exporter shall pay the fees for Micro Chip/Ear-Tag and livestock vaccine injection. Based on the field inspection result, the LBVD head office shall issue the recommendation letter and Veterinary Health Certificate.

 

Step 5

LVBD officials and concerned inspection team shall jointly conduct the inspection along the respective checkpoints. The checkpoints locations are as follow.

  1. Mandalay- Muse route- (16) Mile checkpoint, Ye Pu checkpoint and Muse (105) mile trading zone
  2. Yangon-Myawaddy route- Mayan Chaung checkpoint and Myawaddy Trading zone.

 

Step 6

Livestock exporter must apply Animal Quarantine Certificate at the respective Animal Quarantine Station (AQS) at the port or border trading zone. The LBVD checks the registered livestock by using the scanner to scan the Ear-Tag or Micro Chip. For the livestock that are clear with disease, the LBVD issues the Animal Quarantine Certificate for exportation. The exporter must pay the necessary fees during the inspection process.

Step 7

When the livestock are at the port or border points, the exporter shall submit the export declaration to the Customs and present back (a) all veterinary health certificate related documents (b) Original livestock supporting documents list including the quantity of livestock to the concerned LBVD officer. The LBVD will keep all the documents except original export license in order to pass along the copy to the respective offices in States and Regions.

 

Remark

  1. Maximum (100) number of livestock are allowed to transport at a time and will be allowed to do one-time transport from the temporary livestock collecting farm to the quarantine station.
  2. The temporary livestock collecting farm is only allowed for one company in one district and such company will only be allowed to buy livestock in that district and not from other states and regions.
  3. The temporary livestock collecting farm is not allowed to have at the cattle and buffalo market.
  4. It is prohibited to export livestock under (5) years old.
  5. Only castrated bull and oxen are allowed to export.
  6. Only after first shipment has done, the ear tag will be placed to the cattle and buffalo for the second shipment. It shall not be allowed for new application before the first shipment has completed.
  7. One agent can only be a representative for one company and not for several companies.
  8. The exporter can export the livestock that are purchasing from the large breeding farms or individual breeding farms, or its own farm.
  9. The ratio of livestock and their gender will be designated.
  10. The exporter must comply with the inspection guidelines and obtain the Animal Quarantine Certificate from the Animal Quarantine Station.
