Procedures to Obtain the Permission of Importation for Alcoholic Beverages

Step 1

In order to alcoholic beverage importation, a person or company who has company registration, exporter/importer business registration and respective license under the Excise Law shall apply the alcoholic beverages importer registration by using online services of Tradenet 2.0 at any place where internet access.

The applicant shall fill the online application in the first and then submit with the following documents;

a.      The application with Company Official Letter head

b.      Foreign Liquor license such as FL-11, FL-4, FL-5 of a company director

c.      Exclusive Distributorship or Exclusive Dealership

d.      Information of the alcohol to be imported

(1) Percentage of alcohol contents;

(2) Product name, type of brands, structure and Packaging style

        (3) Manufacturing Country; Company Name, Address

     (4) alcohol combining and mixing production, Bottling address

   e.      A liquor storage license or distribution license authorized by the relevant District General Administration Department.

f.       Address of liquor store and shop.

Step 2

The Trade Policy Division will review and check the application and inform the company for Incomplete application to reapply and for the complete application to make the payment for the registration fee.  

Step 3

Applicants can pay the registration fee using MPU card. If the payment is successful, the applicant will be able to print the payment voucher through application. The system will issue the Certificate of Alcoholic Beverages Importer Registration and the applicant can continue to apply for the import license.

The registration fees are as follow.

Per registration (MM Kyats)

Step 4

A person who wants to apply the import license shall fill the online application in the first and then submit with the following documents;

a).  The application with company letter head

b).  Original of Proforma invoice or Original Sales Contract (complete with details information related with the imported Liquor)

c).   Certificate of Alcoholic Beverages Importer Registration Card (Copy)

d).   Sample of the logo of imported company which will pace onto the liquor bottles   

e).   Recommendation from the FDA (Food and Drug Administration)

f).   If the applicant is not a company director, Company’s special power letter for the company’s representative person and Identity Card

Step 5

The Import and Export Division will check whether the information submitted by the system is complete or not, whether invoice (or) Sale Contract, OGA Recommendations, H.S Code, Quantity and Price are compatible with product or not. Incomplete online applications which are not included as attachments for the required references, will be sent back to the applicant with a written request via the message box as a Pending. Applicant must resubmit  the Application Form with the required information to the MOC. If the information on the application and the attached documents are correct and complete, and the applicant can make the payment for the import license fee.

Step 6

Applicants can pay the import license fee using MPU Payment Gateway. If the payment is successful, the applicant will be able to print the payment voucher through application. The applicant will issue the original printed Alcoholic Import License. The license fee can range from a minimum of 30,000 kyats to a maximum of 90,000 kyats, depending on the total value of the import or commodity stated in the license application.

Note:

 For Wine and liquor Importation:

  1. The importer must submit the Country of Origin certificate for wine importation.
  2. The imported Wine’s alcohol by volume must be within 20 percent.
  3. The importation of liquor and wine will only be allowed from sea and air mode.
  4. The CIF price of the Liquor for 1 liter must be at least 8 dollars.
