Procedure for Obtaining Import Certificate (IC) for Plants and Plant Products
Step 1
The importer who wants to import the plants and plant products will only be allowed to import the products that have been analyzed for pest risk by the Plant Protection Division (PPD). The importer shall obtain, complete and submit the application form along with necessary supporting documents to apply for the import certificate to the Plant Protection Division under the Department of Agriculture. The import certificate must be sent to the importing country. The supporting documents are-
1. For the company who use the agent to apply for the IC must be provided with an authorization letter with company letter head.
2. Two representatives are allowed to represent one company and must be registered at the PPD to apply the IC.
3. For the purpose of planting following agriculture products, the recommendation letter from the respective agencies must be provided.
a. Sugar cane (recommendation letter from the Sugar Crops Division)
b. Perennial crops (recommendation letter from Perennial Crops Division)
c. Cotton (recommendation letter from Cotton and Allied Fiber Crops Division)
d. Coffee (recommendation letter from Coffee and Seasonal Crops Division)
e. Other crops (recommendation letter from Seed Division)
f. Forest plants (recommendation letter from Forest Department)
Step 2
Plant Protection Division (PPD) accepts application, reviews the completeness of submitted documents including the recommendation letter for the relevant products. For the complete and correct application, PPD registers, assigns unique number, stamp in number on application form and places all in the document folder. For the incomplete and incorrect application, PPD will inform the applicant with reason. In addition, the PPD conducts the pest risk analysis on the new item of plants and plant products.
Step 3
For the complete and correct applications, PPD issues the Import Certificate (IC). The importer shall collect IC from the PPD and the process of applying IC is end here. The importer who received the IC can apply the Import license at the Ministry of Commerce. The importer needs to send the IC to the importing country.
The application processing time at the PPD will take (3) working days from the time of submission. Fees per application is 30000 Kyat.
Note: The applicant can apply the Import Certificate (IC) at the plant quarantine head office and border check points.
